Abstract

Latin America’s central banks have made substantial progress towards delivering an environment of price stability that is supportive of sustainable economic growth. We review these achievements, and discuss remaining challenges facing central banking in the region. Where inflation remains high and volatile, achieving durable price stability will require making central banks more independent. Where inflation targeting regimes are well-established, remaining challenges surround assessments of economic slack, the communication of monetary policy, and clarifying the role of the exchange rate. Finally, macroprudential policies must be coordinated with existing objectives, and care taken to preserve the primacy of price stability.

"The value of global cashless payments has been radically increasing worldwide. Despite cash being the most used payment instrument in the world, technological innovation and new consumer preferences are decisively transforming the way consumers pay and manage money. The COVID-19 pandemic may also have been an accelerator of the cashless mega-trend. Private players currently dominate the digital payment ecosystem, urging central banks to seek solutions to ensure public access to legal tender if cash is phased out. In this context, the idea of a Central Bank Digital Currency (CBDC) is gaining momentum. Nevertheless, there is a need to better understand the implications in terms of risks, benefits and potential costs of CBDCs. From privacy concerns to macroeconomic effects, these implications blur the boundaries of the payment and financial systems, challenging the core functions of our economy and society"--

Abstract

In Hard Interests, Soft Illusions, Natasha Hamilton-Hart explores the belief held by foreign policy elites in much of Southeast Asia-Indonesia, Malaysia, the Philippines, Thailand, Singapore, and Vietnam-that the United States is a relatively benign power. She argues that this belief is an important factor underpinning U.S. preeminence in the region, because beliefs inform specific foreign policy decisions and form the basis for broad orientations of alignment, opposition, or nonalignment. Such foundational beliefs, however, do not simply reflect objective facts and reasoning processes. Hamilton-Hart argues that they are driven by both interests-in this case the political and economic interests of ruling groups in Southeast Asia-and illusions. Hamilton-Hart shows how the information landscape and standards of professional expertise within the foreign policy communities of Southeast Asia shape beliefs about the United States. These opinions frequently rest on deeply biased understandings of national history that dominate perceptions of the past and underlie strategic assessments of the present and future. Members of the foreign policy community rarely engage in probabilistic reasoning or effortful knowledge-testing strategies. This does not mean, she emphasizes, that the beliefs are insincere or merely instrumental rationalizations. Rather, cognitive and affective biases in the ways humans access and use information mean that interests influence beliefs; how they do so depends on available information, the social organization and practices of a professional sphere, and prevailing standards for generating knowledge.

Abstract

The European Central Bank administers monetary policy for the eurozone and is tasked with maintaining price stability by keeping inflation below 2 per cent. This brief mandate belies the complexity of managing the monetary policy for the 19 member states of the euro, not to mention the political implications thereof.

This book sets out the history, development and day-to-day workings of this key institutional pillar of the European Union. It assesses its work, independence, the policies and instruments at its disposal and the evolution of its role during, and after, the eurozone crisis of 2010. Incomplete monetary union, Germany's hegemonic ambitions and different economic policies from individual member countries are shown to pose formidable challenges to the ECB's macroeconomic management.
